My guess is that multinationals are willing to provide an advertising payment to the local authorities (landlords and municipal authorities) that is relatively impressive. Without an opposing reason to forgo the payment, the village accepts the advertising and ends up with a piece of artwork designed by someone who doesn't live in their environment and doesn't know how to fit the ad to the space. I can imagine a solution where advertising companies are encouraged to build designs that fit the location, possibly by photographing campaigns that fit/don't fit and posting them online.
