While I agree with the above answers that some level of turnover may be useful to bring in new ideas and get rid of non-performers, I have to say that targeting anything more than a 0% turnover is going to make your organization less effective than it could be. You may not reach 0% and you might not get concerned if you are below the industry average but if your mindset is to accept the turnover, you are not thinking about the things you can do to set your organization above the competition. I would argue that while trying to get to 0% you will be getting more discretional energy and increasing the productivity of the workforce.
