The city council was stating that JROTC was a form of military recruitment and also that the army's "don't ask, don't tell" policy on gays in the military was discriminatory. I for one was in ROTC in high school, and can vouch for it, and say that it is not a military recruitment tool and it is not apart of the military. Granted they do get some funds from the military for items such as uniforms, color guard guns and equipment, btu's, etc other than that there is no connection.
