The litigation explosion somehow missed the nation's courtrooms. Fewer civil cases are going to trial than a decade ago, and juries are awarding less in damages, according to a new U.S. Justice Department study of state courts in the nation's 75 largest counties. About 97 percent of civil cases are settled or dismissed without a trial. The number tried in court fell from 22,451 in 1992 to 11,908 in 2001, according to the study. Plaintiffs won 55 percent of the cases and received $4.4 billion in damages. SCOTTSDALE - Look for lots of vacant office space in Scottsdale in the months ahead as the downturn in the housing and related sectors works it way through the Valley commercial real estate market. In the second quarter, metropolitan Phoenix experienced a negative absorption of office space for the first time in 20 years, according to a CB Richard Ellis market report released earlier this week.
