China has overtaken the United States as the world's largest energy consumer, the International Energy Agency said Tuesday. China immediately questioned the calculation. It means that the amount of carbon industry is permitted to put out is capped at a certain level for each individual business. If a business manages to reduce its carbon 'footprint' below that level it can sell the difference to another company to allow them to put out more.
