I think the first step is to determine what you want to measure and track. I then think you need to look at how you are going to do the recruiting. If you are going to be sending emails for example you will be tracking the emails sent and the replies you get back. If you will be calling people then you can use other ways to track and measure the system. Within the social media arena you can look at which sites you are on and using. You could track by site, x number from linked in and the like. I am not exactly sure from your question what your goal is. If I were designing the system I would look at the above mentioned concepts ...
