We have been live on the web since the fall of 2002.  We entirely re-did and re-launched our site in August 2008 with over 200,000 pages of unique content for every state, city, town, village, neighborhood and public school in America. Yet, our organic traffic and rankings never reached the levels that our consultant SEO advised us we would reach. Since we increased our unique content by 6.5 to 7 times what our old site had, this is confusing and I still cannot figure out why our organic traffic hasn't climbed far higher.  As background, our SEO said this problem was likely a Google penalty from our old site ...
