William Thomas Radcliffe, 84, passed away on Jan. 5, 1997, at Walter Reed Convalescent Center in Gloucester. He was born in Belhaven, N.C., lived in Newport News most of his life and moved to Hayes in 1985.  He retired from the Mariners' Museum in 1977 after 43 years of service, most of them as head of the Photographic Department. I think what you are talking about is a mechanic's lien, which is legal if used in the appropriate circumstances. If the end user is smart, he should have taken some steps to prevent a mechanic's lien having any effect on his property, but you won't know that until you file.
