You obviously know the mag business (I don't), and if it fits with your others, offering synergies and cross-marketing opportunities, then you should know what it is worth to you. Some businesses sell for X times annual net earnings. I don't know about magazines. If it is clearing £200 a month (I assume month, not per issue), then that would be £2,400 a year. So £3,250 is not much of a multiple. Consider what it would cost you to start a like magazine. If it folds, you could start another similar title. If she sells to somebody else, you gain a potential competitor. So you need to weigh those considerations.
