MONTGOMERY -- Key measures of financial health for the Retirement Systems of Alabama have fallen eight straight years, and for the fourth year in a row have fallen below a national benchmark for pension plans nationwide. Estimated assets of RSA's biggest pension plans on Sept. 30, the end of the 2008 fiscal year, totaled less than 78 percent of the plans' estimated future pension payments to current and prospective retirees, according to RSA's actuary firm, Cavanaugh Macdonald Consulting in Kennesaw, Ga.
