Drugs cause many social problems, but so does the drug war. This column suggests a novel solution that emphasises the risk of rip-offs in street sales – reducing the penalties applied to those who sell low-purity drugs. Leveraging moral hazard this way would effectively raise the wholesale price of drugs, undermining the drug market. The market for illicit drugs is seen as the cause of many social ills. It is generally smaller in countries where economic freedom is greater, and becomes progressively larger in those areas where corruption, regulation, or legal monopolies restrict economic activity in various goods, services, or trading groups.

So last night I gave my first lecture at la Universidad Nacional de Colombia. I presented a great paper by some of the best economists around, Gary Becker, Kevin Murphy, and Michael Grossman. The paper, The Market for Illegal Goods: The Case of Drugs, is a hell of a paper to talk about in Colombia. I think it basically begins to explain two thirds of the problems in this country.
