You gave a partial answer to your own question when you selected the topics: intellectual property. I'm sure Honda and Toyota have patented several of the fuel-efficient features of their engines and it would be illegal for another company to directly copy or to reverse engineer them. Also, as previous answers have pointed out, there is more to fuel efficiency than engine design. So other companies may take different routes to making their automobiles more fuel efficient....
