A strong relationship exists between higher involvement of human resources (HR) executives in strategic decision making and perceptions of the department's effectiveness. This was gleaned from the results of a study investigating the effect of strategy, core competence and involvement of HR managers in organizational strategy on refinery managers' assessment of the effectiveness of HR and on refinery performance.
