Council closes in on charter changes
Despite delaying a vote for two weeks, the City Council moved closer Tuesday to an agreement on City Charter changes that could go before voters in November. The agreement would give the mayor more powers, give council members increased pay and move the election of all council members to the same year. The proposed charter amendments would also strip department heads and deputy department heads of civil service protections. Council members said they wanted more input from the public about the proposed changes before agreeing to send them to the ballot. Good question. I think it exposes some of the inconsistency of this model, it is hard to imagine somebody toting "Finance as a business partner" as the new hot concept. Having said that, if we talk more narrowly about individual roles rather than HR as a function, I think it may make sense to distinguish between internal clients and suppliers (e.g., a HR manager representing a business unit and an HR business "partner" role providing services to the unit), and that is done in other functional areas as well (e.g., IT managers in the business unit being served by a partner from the shared services organisation in a large firm). ...
