The lapses are everywhere and interestingly, public servants have no clue how to respond to crisis affecting people. Presidents, Governors and corporate heads - all fall in the same line - they have no back-up, contingency or emergency plan for such issues - terror attack, cyclone, financial crisis, recession, or oil spill. There is also a lot of unskilled labour in Mexico who work in agriculture. The agricultural industries are becoming more capital intensive than labour intensive due to the increased use of new technologies and machinery. This makes the human effort more redundant, thus threatening peoples jobs and creating increased unemployment. Mexico is also in a Bilateral-trade agreement with the US called NAFTA. Depending on your view, there are several benefits for Mexico (well, the rich benefit, not sure if the same can be said for the poor), but this also creates problems where the US could exploit resources (human resources too) in Mexico.
