Utter the words “Equal Employment Opportunity,” and the first image that pops into some people’s minds is of a disgruntled minority carping about the smallest slice of party cake. I have, of course, seen such occurrences; I contend that in many cases this may also be an extension of the small, petty manner in which federal employees are treated.
