Good question. I think it exposes some of the inconsistency of this model, it is hard to imagine somebody toting "Finance as a business partner" as the new hot concept. Having said that, if we talk more narrowly about individual roles rather than HR as a function, I think it may make sense to distinguish between internal clients and suppliers (e.g., a HR manager representing a business unit and an HR business "partner" role providing services to the unit), and that is done in other functional areas as well (e.g., IT managers in the business unit being served by a partner from the shared services organisation in a large firm). ...
