The Ring Fence

In recent months, this has been expressed as an intention to integrate SP with the governance, planning and performance monitoring regime characterised by Local Strategic Partnerships (LSPs), Local Area Agreements and Comprehensive Area Assessments. It was becoming difficult to see how true integration could work if Supporting People continued to operate within an entirely separate framework. The ...

Ring Around the Subsidiary - CFO Magazine - October 2001 Issue ...
Sometime this month, a judge in the bankruptcy case of Pacific Gas and Electric Co. is expected to decide whether to approve the San Francisco-based utility's reorganization plan, the third-largest Chapter 11 proceeding in U.S. history. That case is being closely watched by not only the utility industry and residents of California, but also bankruptcy experts and the larger business community. At its heart is a little- known but widely used technique for protecting assets from creditors in a bankruptcy — ring fencing. Broadly speaking, ring fencing involves an effort to wall off certain assets or liabilities within a ... industry trends, business articles and survey research

Hugo Chvez took over the Presidency of Venezuela on 2 February 1999. At that time world petroleum markets were in deep disarray. Since then the situation has changed radically, and favourably. And there is no doubt that the new Venezuelan government played an important role in the recovery. The last government of the ancien régime under pressure from the national oil company, Petrleos de Venezuela (PDV), came close to abandoning OPEC, and PDV's publicly heralded policy to maximize volumes disregarding OPEC quotas and price objectives was a major cause of the 1998 oil price crisis. President Chvez and his oil ... industry trends, business articles and survey research
Osborne told to communicate more to win support for cuts
Chancellor George Osborne has a huge job ahead if he is to win popular backing for unprecedented government cutbacks, according to a new report. Only a small minority of people understand why the government needs to cut spending and how that will affect them, while three quarters of people have no idea how the government will decide where the knife should fall, business consultancy PricewaterhouseCoopers has found. Jon Sibson, a partner at PwC, said: ’The public is hungry for knowledge on the deficit but current communications around the fiscal consolidation have yet to hit the mark.’ Sibson said the experience of other ... market trends, news research and surveys resources
Special report: Foundations shift for social housing
Introducing the first in a series of features exploring the changes to the social housing policy landscape and consequences for the North West, published in association with KPMG and Hill Dickinson. It's been a pantomime of changes for the affordable housing sector lately. As if the recession didn't ravage it enough, the sector now finds itself shifting again to accommodate the Lib-Con coalition government's policy changes. New housing minister Grant Shapps has been at the vanguard of these moves despite his role as housing minister being downgraded from the cabinet. In opposition, he had always made his ... market trends, news research and surveys resources

Scared to get back on the horse? - Yahoo! Answers
So, I'm retraining an ex-barrel racer to go english, and at the end of May I had a really bad fall off of her. I asked for the canter a bit too aggressively, and she took off bucking, tossing me. I cracked three ribs and tore up my face really badly. Now, I'm completely healed, and am scheduled to ride her tomorrow. Problem is, I'm terrified. I've been riding for 12 years and I've fallen off a million times, but I've never had that bad of an injury. And now, for the first time EVER, I'm scared to ride this horse. Any tips on getting over my fear and keeping this from ...
Legitimate mirror sites for different countries
I've found plenty of postings regarding ways of avoiding dupe content penalties when operating the same website under different domains, such as for the UK market & .com for the US. Essentially it seems to boil down to 1 of 2 approaches: 1) Select one you want Google to index and ring fence the other domains so they don't get indexed. 2) Ensure there are sufficient differences between the sites operating under different domains so, while they use the same content, Google's dupe filters don't kick in. Generally recommendations are change title tags, headings, nav links, directory & page file names plus ...
