I think what you are talking about is a mechanic's lien, which is legal if used in the appropriate circumstances. If the end user is smart, he should have taken some steps to prevent a mechanic's lien having any effect on his property, but you won't know that until you file. I am certainly not an attorney, nor am I trying to offer legal advice, but this sounds like something you should do - or attempt to do.
