On Friday, May 21, 2010, the public comment period closed on the draft proposal for the Lake Whatcom TMDL water quality implementation response required under the Clean Water Act by Whatcom County and the City of Bellingham. The County and City relied upon the 2010-2014 Work Plan prepared for the Joint Lake Whatcom Management Program as their TMDL implementation plan. However, this 5 year work plan is not a work product created in response to mandates under the Clean Water Act, and was viewed by many as an indication that the County and City are still not taking this obligation seriously. ...
