The economic recession is prompting cities to reconsider how they recycle, and has started a discussion on whether the county waste authority should play a bigger role in recycling. At its meeting Wednesday, the Arcata City Council will consider a possible rate increase to handle higher fees recently imposed at the Arcata Community Recycling Center's Samoa facility. It could alternatively choose to support a Humboldt Waste Management Authority study into possibly cheaper proposals.
