This Act provides funding and administrative direction for implementation of the North American Waterfowl Management Plan and the Tripartite Agreement on wetlands between Canada, Mexico and the U.S. It establishes a North American Wetlands Conservation Council, the purpose of which is to recommend wetlands conservation projects to the Migratory Bird Conservation Commission. Federal funds may be expended for payment of no more than half of the U.S. share of the cost of wetlands conservation projects in Canada, Mexico or the U.S. (or 100 percent of the cost of projects on federal lands).
