in employment under title 5, United States Code, and oversees other statutory employment requirements in titles 5 and 38. (Title 38 also governs Veterans' entitlement to benefits administered by the Department of Veterans Affairs (VA).) Both title 5 and title 38 use many of the same terms, but in different ways. For example, service during a "war" is used to determine entitlement to Veterans' preference and service credit under title 5. OPM has always interpreted this to mean a war declared by Congress . Federal Government
With about 2.0 million civilian employees, the Federal Government, excluding the Postal Service, is the Nation's largest employer. About 85 percent of Federal employees work outside the Washington, DC metropolitan area. A substantial number of job openings will arise as many Federal workers are expected to retire over the next decade; competition is high during times of economic uncertainty, however, when workers seek the stability of Federal employment. The Federal Government was established by the Constitution to provide services to the public. While these services vary considerably, all are designed to improve the lives ... industry trends, business articles and survey research
Poll: Only 38 percent support health care bill - Glenn Thrush ...
The second leg of Quinnipiac's big national poll dropped this morning -- and it shows a serious erosion of support for Congressional health reform efforts and the president's performance on the issue -- along with an all-time low 46 percent approval rating for the POTUS. Most ominously for Dems: Nearly two-thirds of registered voters polled said extending coverage to 30 million-plus people will result in a decline in the quality of their own health care. That gives plenty of room to the GOP to personalize attacks on the plan, Obama and Congress. Office of Personnel Management
"I'm in the front rank of radical change," James B. King, director of the Office of Personnel Management (OPM), told Government Executive magazine in mid-1993. "Why take it in little exotic chunks? Why don't we start right at the beginning and take it through to see how it can work best?"(1) King is not shy about OPM's need to change, nor about its failures. A paper he prepared for the National Performance Review (NPR) said of the agency: Its rebirth in 1979 as the Office of Personnel Management was intended to reshape its identity from rulemaker and enforcer to ... technology research, surveys study and trend statistics
