I am a strong believer in not allowing conflict of interest behaviour. The quality needs to be streamlined to the head guy, president or CEO. The reason for this is because other managers have a title that requires them to specifcally focus on one part of the business. If your quality department reported to the operations department then what would happen when you needed to hold a shipment because of a possible defect.
