The big difference for me is that Talent management is targeted and looks at retaining and developing the people in areas where it is hard to procure, or where it is hard to this means that not everyone in the organisation is going to be involved. Certain skillsets and certain people will be proactively developed and the rest will be assisted with personal development plans and suchlike, but less proactively. Some people say this is unfair...I believe it is necessary for survival.
