Gov. Pat Quinn today elevated a longtime associate and human services administrator to be his chief of staff, two days after his top aide resigned for sending political messages from his state e-mail account. Quinn picked Michelle Saddler, 50, of Evanston, to be chief of staff. Sadler had been serving as Quinn's secretary of the Department of Human Services since October.
