Student Loan Repayment Program
The Federal student loan repayment program permits agencies to repay Federally insured student loans as a recruitment or retention incentive for candidates or current employees of the agency. The program implements 5 U.S.C. 5379, which authorizes agencies to set up their own student loan repayment programs to attract or retain highly qualified employees. Any employee (as defined in 5 U.S.C. 2105) is eligible, except those occupying a position excepted from the competitive civil service because of their confidential, policy-determining, policy-making, or policy-advocating nature (e.g., Schedule C appointees). “Public option” kept alive by health control bill
Remember when Obama and congressional Democrats made a big show of dropping the public option government insurance program that was supposedly going to give private insurers and drive rates down? The truth is the public option is alive and well, residing in Section 1334 , pages 97-100, of the new health care law. That section gives the U.S. Office of Personnel Management — which presently manages the federal civil service — new responsibilities: establishing and running two entirely new government health insurance programs to compete directly with private insurance companies in every state with coverage for people ... market research, surveys and trends

Federal Government
With about 2.0 million civilian employees, the Federal Government, excluding the Postal Service, is the Nation's largest employer. About 85 percent of Federal employees work outside the Washington, DC metropolitan area. A substantial number of job openings will arise as many Federal workers are expected to retire over the next decade; competition is high during times of economic uncertainty, however, when workers seek the stability of Federal employment. The Federal Government was established by the Constitution to provide services to the public. While these services vary considerably, all are designed to improve the lives ... industry trends, business articles and survey research
Poll: Only 38 percent support health care bill - Glenn Thrush ...
The second leg of Quinnipiac's big national poll dropped this morning -- and it shows a serious erosion of support for Congressional health reform efforts and the president's performance on the issue -- along with an all-time low 46 percent approval rating for the POTUS. Most ominously for Dems: Nearly two-thirds of registered voters polled said extending coverage to 30 million-plus people will result in a decline in the quality of their own health care. That gives plenty of room to the GOP to personalize attacks on the plan, Obama and Congress. The lowlights for Dems: --O approval/disapproval: 46/44 percent. --Voters ... industry trends, business articles and survey research

Office of Personnel Management
"I'm in the front rank of radical change," James B. King, director of the Office of Personnel Management (OPM), told Government Executive magazine in mid-1993. "Why take it in little exotic chunks? Why don't we start right at the beginning and take it through to see how it can work best?"(1) King is not shy about OPM's need to change, nor about its failures. A paper he prepared for the National Performance Review (NPR) said of the agency: Its rebirth in 1979 as the Office of Personnel Management was intended to reshape its identity from rulemaker and enforcer to ...

Can I work for the US government without being a US citizen? I ...
Only United States citizens and nationals may be appointed in the competitive civil service; however, Federal agencies may employ certain non-citizens who meet specific employability requirements in the excepted service or the Senior Executive Service. They are: Executive Order 11935 requiring citizenship in the competitive civil service, the annual appropriations act ban on paying aliens from many countries, and the immigration law ban on employing aliens unless they are lawfully admitted for permanent residence or otherwise authorized to be employed. ...
