I use a Scrum technique called burndown charts which are a variation of earned value. The project gets a product backlog together (with users). This is similar to a deliverables list which has been prioritised in terms of value analysed for estimated magnitude. The project team plans iterations of work by taking a number of items off the top of the list to focus on delivering within a tight timeframe (usually 2 weeks). These beauty of this technique is that you can quantify the value of each product backlog item and therefore measure the value earned from each iteration of work.
