Despite all the regulatory controls and properly planned procedures, well equipped facilities, and suitably trained personnel, emergencies can still happen due to human error. These emergencies may be involving some volumes of liquid or gas. These are highly mobile in the environment and can cause permanent damage to the environment and cause human morbidity. The Department of Waste Management and Pollution Control, with a responsibility to protect the environment (soils, water, air) from pollution, should be prepared to attend to these emergencies in view of other expected players is thus developing an Emergency Respond Plan(ERP).
