New York City Council Approves $63.1 Billion Budget, 48 to 1 ...
June 29 (Bloomberg) -- New York’s City Council approved a $63.1 billion budget for fiscal 2011, cutting funds for schools, libraries and social programs as tax revenue, federal and state aid decline, and employee salary and benefit obligations rise. Council members in the most-populous U.S. city ratified by 48 to 1 a June 25 agreement between Mayor Michael Bloomberg and Council Speaker Christine Quinn that contained no new taxes. Two members were absent. The budget keeps the police department’s uniformed headcount at 35,000 and saves 20 fire companies targeted for closing. June 30 (Bloomberg) -- A year ago, Irving Picard put in place an idea to get back some of the money Bernard Madoff stole from his customers: Sell the con man’s legitimate market-making business, including his old software and computers. Castor Pollux Securities Inc. got Fairhaven Capital Partners to provide the financing and bought the unit in a bankruptcy auction, agreeing to pay as much as $24.5 million to Madoff’s victims out of future revenue. It hired some of Madoff’s old employees and gave the business a new name: Surge Trading Inc. So far, Surge has produced barely a trickle.
